Ministry to finance fuel damper with money due in Sep
MOSCOW, Oct 12 (PRIME) -- The Finance Ministry will use the money it should have paid to Russian oil companies in September as one of the sources of financing of the fuel damper, First Deputy Energy Minister Pavel Sorokin told reporters on Thursday on the sidelines of the Russian Energy Week forum.
The government earlier halved the fuel damper from September 1 until the end of 2026, but on October 6, the authorities reinstated the payments under the mechanism in full.
“Discussion about the sources (of financing) is going on actively. We drafted an array of sources together with the Finance Ministry as per the orders, including the damper money that was not paid for September. I mean the money that the oil companies did not receive because the prices exceeded the upper threshold. It has already been calculated, and finalization is going on,” Sorokin said.
The damper will also be financed by the sources outside the oil industry. The government is finalizing a bill that would amend the damper to be signed until the end of October and come in force retroactively from October 1, he said.
